A group of employees attached to the National Transport and Safety Authority (NTSA) have written to the chairman complaining of cases of tribalism and favouritism in appointment and transfer of regional managers (RM’s).

In the letter seen by this writer, the employees noted the case of Nyanza regional manager Mr Ezekiel Koech, who boasts of having connections with Mr Job Chirchir, NTSA’s board member. Despite being unqualified for the position, his connection with top managers keeps him going.

According to the letter, Koech holds a degree, masters and post graduate diploma from European Business School, which is not recognised in the Kenyan education system. Also, his post gradate diploma was issued before attaining his bachelor’s degree, which is not possible.

“The RM constantly boasts to us on several occasions that he is untouchable and calls the shots in NTSA due to his connection with Mr Chirchir and that we must speak to him to speak to Mr Chirchir if we want favourable appointments, promotions and transfers in NTSA,” reads the letter in part.

The letter further states that Mr Chirchir has organised for him (Koech) to be appointed the RM Mombasa and Carol Sankan as RM Kisumu (Nyanza).

Before being transferred to Nyanza, Koech was initially placed in Kisii then transferred to Meru in what seemed to be a dubious deal. Before long, Koech complained that Meru was far from his home in Kericho which prompted an ‘automatic’ transfer to Kisumu. Following the resignation of Mombasa RM, Koech, as usual was ‘automatically’ transferred to Mombasa.

“One wonders what happened to the reason of his moving from Meru to Kisumu,” wonder the employees in the letter.

In Kisumu, there have been rampant complains of extortion from operators by the RM, most probably the reason he is taking a transfer to Mombasa.

“We do not write this out of malice or ill motive. We write this simply to ask for transparency and fairness in the management, appointment and transfer of RM’s and also to request for an end to the intervention of Mr Job Chirchir in these matters,” concluded the employees, who wrote the letter in anonymity for fear of victimisation.

NTSA has been on the spotlight for a long time with several malpractices reported as well as complains from the public domain, which prompted President Uhuru Kenyatta to withdraw them from the roads.
