The IEBC chairman Wafula Chebukati has in a new memo posed more questions to CEO Ezra Chiloba. In the leaked memo, Chebukati seeks clarifications on the already answered queries.
The head of the commission has sought clarification on issues arising from the CEO’s memo of response.
He questions why Chiloba contradicts himself. In the reply memo, the CEO noted that there were no ‘notable failures in the printing and scanning processes’ but on 13 September in a T.V interview with NTV’s Larry Madowo he had stated that there were issues in printing and scanning which may have destroyed the forms.
He also questions how ICT officials acquired rights to DELETE forms with poor quality images using the National Returning Officers account without any oversight.
He also seeks to clarify why KIEMS kits GPS features were turned off from August 5 2017 and how one could tell if they were in the right location.

In his memo, Chebukati seeks to find out why a number of polling stations sent results without the accompanying images as was required.
The body’s chair also suspended the ICT Director, coordinator Paul Mugo and officer Boniface Wamae who he said were either incompetent and/or deliberately and grossly misconducted themselves by carrying out acts of malpractices.
IEBC has on Tuesday evening said that contents of the leaked memo were still under discussion.
”The new leaked doc was internal and still under discussion by the Commission. No final decision has been taken on the issues. Regrettable.”
NASA presidential candidate Raila Odinga on Sunday claimed that the CEO responded to the ’12 point memo’ by the chairman but instead handed his response to Deputy President William Ruto.
